You returned the Avis car with a full tank and your receipt still shows a fuel charge. Before disputing anything, you need to confirm exactly what was charged, how the return fuel level was measured, and what your rental agreement says. This checklist walks through each step.
Is the charge posted or still pending?
Check your bank or card statement first. A pending authorization is not a finalized charge. Avis holds a deposit at pick-up; that hold may appear as a fuel charge label before it clears. Wait until the charge is posted (typically 3–7 business days after return) before contacting Avis about a fuel error.
If the charge is posted and the label says Fuel Service, Fuel Charge, or Refueling Fee, continue below.
Find your charge label on the return receipt
Avis uses several distinct fuel charge types. The label on your receipt determines what applies:
- Fuel Service Option (FSO) fee — you pre-paid for fuel at pick-up. Avis keeps the pre-paid amount regardless of how much fuel you used; no refund for unused fuel. If you selected FSO and see this charge, it is working as agreed.
- Refueling fee (self-service, drove 75+ miles) — you agreed to return the car full. Avis charges for fuel it adds to reach the pick-up level, plus a per-gallon service rate. The basis is the fuel needed to top off from the return level to the pick-up level.
- Flat fee (self-service, drove fewer than 75 miles) — Avis may add a flat fee disclosed at the counter. Per Avis rental terms (§2.5a), you can reverse this charge by presenting a fuel receipt from the time of return.
Compare pickup and return fuel readings
The dispute turns on the recorded fuel level at return, not the dashboard gauge at the moment you handed back the keys. Avis vehicles record the fuel level at return through vehicle data systems, which may differ from what the agent visually observed or what the dashboard showed at drop-off. A photo of a full gauge is evidence, but it does not automatically override a vehicle data reading.
Pull both numbers from your rental record:
- Pick-up fuel level — shown on the original rental agreement you signed at the counter.
- Return fuel level — shown on your return receipt or e-receipt. If the return level is listed lower than pick-up, that is the basis for the charge.
- Measurement method — vehicle data, agent visual inspection, or both. Your e-receipt may state which was used.
If the return receipt shows a full level but a fuel charge still appears, that is the clearest evidence of a billing error worth raising with Avis.
Get your e-receipt
Your Avis e-receipt lists the return fuel level, charge breakdown, and rental agreement number. Retrieve it before contacting support:
- Go to avis.com → Manage Booking → E-Receipt.
- Or sign in to your Avis Preferred account and open the past rental.
- The e-receipt is the authoritative record Avis customer service will reference.
Gather your evidence before calling
Collect the following before contacting Avis. Having everything in one place shortens the call and reduces back-and-forth:
- Rental agreement number (on the original agreement and e-receipt)
- Return location (US only — UK and international contracts differ)
- Pick-up and return timestamps
- Fuel option selected (FSO or self-service)
- Odometer or mileage driven (relevant to the 75-mile flat-fee rule)
- Charge label and amount as shown on the receipt
- Pick-up fuel level (from original agreement)
- Return fuel level (from e-receipt)
- Measurement method if stated on the receipt
- Fuel receipt dated close to the time of return, if you have one
- Photos of the dashboard at return, if taken
- Any prior case or reference number if you already contacted Avis
Contact Avis with a clear written request
Call Avis customer service at 1-800-352-7900 or use the online feedback form. State the discrepancy clearly. A straightforward request that names the specific items reduces handling time:
“Please review the fuel charge on rental agreement [number] from [US location]. My receipt shows [charge label] of $[amount]. Please confirm the fuel option selected, the pick-up and return fuel readings on file, and the measurement method used. I returned the vehicle with [evidence you have]. Please explain any discrepancy, provide a case reference number, and let me know what additional documentation is needed.”
If the agent cannot resolve it immediately, ask for a case or reference number and the expected response timeline. Keep that number.
If Avis declines or does not respond
If you do not get a resolution within the timeframe Avis states, you have two additional paths — use them in order:
- Escalate within Avis — ask to speak with a supervisor or submit a written complaint through the Avis feedback page, referencing your case number. Avis has a stated dispute review process for post-return charges.
- Card issuer dispute — if the charge is finalized and Avis declines to correct a documented error, a dispute with your credit card issuer is an option. Most card issuers require you to attempt resolution with the merchant first. Keep your case number and all written communication as evidence. Check your card issuer agreement for the dispute window, as it varies by issuer.
